Voting rights are fundamental rights.

Article 21 (1) of the Universal Declaration of Human Rights states: “Everyone has the right to take part in the government of his country, directly or through freely chosen representatives.”

But what if “your” country – the place you live in, where you have your family, friends and job and where you feel at home – is not the same as the country whose citizenship you share? And what if you genuinely call two countries home, but can only participate in the politics of one of them or are even shut out of both?

We created Metropole for those who are brave enough to venture out, discover new places and make them their home. But for all the contributions Metropolitans make to the places they live in, they often have little to chance to participate in the democratic process of their chosen home.

Our publisher and CEO has been living in Vienna for 24 years but she can’t vote in the city she calls home. Time to change that.

A recent study published in Der Standard has shown that a full 30% of Viennese over the age of 16 do not have the right to vote – about a half a million people.  

For the age group 26-42, it’s 40%. Of those, 80% have been here longer than 5 years (the minimum residency required to apply for citizenship); 53% of have been here longer than 10 years. This has all changed very fast: As recently as 2002, only 16% of Vienna’s population was unable to vote. Today, at 30%, it’s twice that many.

In all of Austria, a quarter of the population have a “migration background” (Migrationshintergrund), meaning that either they themselves or one of their parents was born abroad. This share increased by 35% since 2010.

In the last 20 or so years, the number of people living in Austrian with a citizenship other than the Austrian one have increased from 730,000 in 2002 (9% of the population) to almost 1.5 million in 2020 (16.7% of the population).

We started our reportage project “Home is where the Herz is” to give the 10 largest communities that call Vienna their home a voice. With the Viennese municipal elections coming up on October 11, 2020, we now want to explore the topic of voting rights with you – our readers.
